Do You Need Approval for a Retaining Wall in Queensland?
In Queensland, retaining wall approval requirements are set under the Building Act 1975 and the Queensland Development Code (QDC). Whether you need a building permit depends primarily on wall height, though proximity to boundaries and site conditions also play a role. Always confirm with your local council or a private certifier before starting work.
Height Limits — The General Rule
- Under 1m: Generally exempt from building approval for standard residential sites away from boundaries and structures
- 1m – 1.5m: Requires a building permit from a private certifier or local council
- Over 1.5m: Requires a building permit plus a structural certificate from a Registered Professional Engineer of Queensland (RPEQ)
Note: These thresholds apply to the retained height — the difference in ground level on each side of the wall — not the total wall height above finished ground level.
When Does the 1m Exemption Not Apply?
Even walls under 1m may require approval in QLD if they are:
- Within 1.5m of a boundary
- Within 1.5m of a building, pool, or structure
- In a flood overlay area (check your council's flood mapping)
- On a steep or unstable site
- Part of a tiered wall system where combined retained height exceeds 1m
What Is an RPEQ Certificate?
A Registered Professional Engineer of Queensland (RPEQ) is a structural engineer registered under the Professional Engineers Act 2002. For walls over 1.5m in QLD, you need a structural certificate from an RPEQ — not just any engineer. The RPEQ will design the wall, specify materials, and certify the completed work.
Our H-Beam UC steel posts and 200x100mm heavy duty concrete sleepers are the standard specification for RPEQ-designed walls. Download our technical drawings and load tables to provide to your engineer.
Brisbane & South East QLD Specific Rules
Brisbane City Council (BCC) has its own planning scheme with specific provisions for retaining walls. Key points for Brisbane:
- Walls over 1m in the Residential zones generally require a building development approval
- Walls in flood overlay areas have additional requirements regardless of height
- Walls near waterways or in environmental overlays may require additional assessment
- Check the BCC online mapping tool for overlays affecting your property
Gold Coast and Sunshine Coast councils have similar requirements — check your local planning scheme for specifics.
Practical Steps for QLD Homeowners
- Measure your retained height (ground level difference, not wall height above ground)
- Check your property for overlays using your council's online mapping tool
- If under 1m and away from boundaries/structures — likely exempt, but confirm with council
- If 1m–1.5m — engage a private certifier to obtain a building permit
- If over 1.5m — engage an RPEQ engineer and private certifier before starting
