Boundary setback is the most important measurement to confirm before lodging any approval in Victoria. Have a licensed surveyor confirm the exact boundary if your fenceline position is uncertain.
In Victoria, a retaining wall under 1.0m in retained height that is not within 1.0m of a property boundary does not require a Building Permit. Once either condition is not met, a Building Permit from a registered building surveyor (RBS) is required under the Building Regulations 2018.
Victoria’s 1.0m threshold is more generous than NSW (600mm). Most standard 1.0m garden walls in Melbourne that are clear of boundaries are exempt — but check your boundary clearance carefully.

A Building Permit is issued by a registered building surveyor (RBS) — either private or council. Private RBS are faster: 2–4 weeks via the Victorian Building Authority register. Council building departments take 4–8 weeks. Fees typically $800–$2,500.

Melbourne’s Silurian blue clay (beneath most of the inner and middle ring suburbs) is Class H1 or H2 under AS 2870 — highly reactive. Walls on reactive clay typically require heavier post specifications, larger footings, and 50MPa sleepers. A geotechnical investigation is recommended for walls over 1.0m on clay sites.

Structural engineering under AS 4678:2002 is required for any wall over 1.0m, any wall with surcharge loads, or any wall on reactive clay. Engage the engineer before lodging — your RBS will require engineering drawings.
