40MPa concrete sleepers are the standard residential specification for retaining walls on Melbourne’s inner and middle-ring suburb sites — stable fill soils, good drainage, and walls under 1.0m in height. Is 40MPa the Right Grade for Your Melbourne Site?

A geotechnical soil test costs $300–$600 for a residential site. For walls over 1.0m, a soil test is strongly recommended regardless of suburb.

VIC Building Permit Requirements

Under Victoria’s Building Regulations 2018, a Building Permit is required for any retaining wall over 1.0m in retained height, or within 1.0m of a property boundary. Private building surveyors process standard residential permits in 2–4 weeks. Check the VicPlan portal for heritage overlays and Melbourne Water corridors on your site. Walls over 1.0m require structural engineering certification under AS 4678:2002.
