In the Northern Territory, retaining wall approvals are governed by the Building Act 1993 (NT) and the NT Building Regulations. Unlike QLD's 1.0m threshold, the NT has specific requirements that vary by wall height and site classification:

Palmerston's black cracking clay soils (Vertosols) are Class H2 reactive — the highest standard residential classification under AS 2870. Walls built without adequate drainage and correctly sized posts fail within one to three wet seasons. The fix is always the same: 50MPa sleepers, 200 Series posts set 1.0m+ deep in concrete, 500–600mm of drainage aggregate with geotextile fabric, and dual ag pipe. Darwin sits in Wind Region C under AS 4055 — the same cyclone wind loading classification as Cairns and Townsville. Cyclone Tracy (1974) remains Australia's most destructive cyclone by proportion of structures damaged, and Darwin's building code has been significantly upgraded since. Retaining wall posts in Wind Region C must be designed to handle lateral wind loading in addition to soil pressure — this is why 200 Series posts are the correct specification for all Darwin walls over 1.0m. Footing holes must be filled with concrete (minimum N20 mix) and cured for at least 48 hours before sleepers are installed.
