Terraced retaining walls in SA are assessed as separate structures — each tier is assessed individually against the approval threshold. Both require Development Approval where their individual retained height exceeds 1.0m.
In South Australia, a retaining wall under 1.0m in retained height that is more than 1.0m from any property boundary generally does not require Development Approval. Once the wall is taller than 1.0m, within 1.0m of a boundary, or has a driveway or structure above it, Development Approval is required from your local council.
SA’s 1.0m threshold aligns with Victoria and is more generous than WA (500mm). For most Adelaide suburban blocks with adequate boundary clearance, a standard garden wall is exempt — but driveway walls are not, at any height.

Development Approval is assessed by your local council under the Planning, Development and Infrastructure Act 2016. Check the SA Planning Portal (plan.sa.gov.au) for your property zone and any overlays before lodging. Timeframe: 4–8 weeks. Fees: $600–$1,800 depending on cost of works.
Structural engineering under AS 4678:2002 is required for any wall over 1.0m, driveway walls at any height, and walls on reactive or unstable soil. Engineering fee: $700–$1,400 for a standard residential wall. Engage the engineer before lodging the DA — councils require engineering drawings as part of the assessment.
