Engineering & Council Rules for Retaining Walls in Australia

Before you build a retaining wall, it's essential to understand your local council's height limits and approval requirements. Rules vary significantly by state and even by council area. General Rule of Thumb

As a starting point across most of Australia:

  • Under 600mm: Generally no approval required in most states
  • 600mm – 1m: May require a building permit or council notification depending on your state and council
  • Over 1m: Typically requires a Development Application (DA) and/or a structural engineering certificate

State-by-State Guide

New South Wales (NSW)

In NSW, retaining walls over 600mm generally require a Complying Development Certificate (CDC) or Development Application (DA). Walls over 1m in height adjacent to a boundary or in a flood/bushfire zone almost always require engineering sign-off. Check with your local council or a certifier.

Queensland (QLD)

In QLD, walls under 1m typically don't require approval. Walls 1m or over require a building permit. Walls over 1.5m or in certain zones require a Registered Professional Engineer of Queensland (RPEQ) certificate.

Victoria (VIC)

In VIC, retaining walls over 1m in height generally require a building permit. Walls near boundaries, in bushfire-prone areas, or on reactive soils may require engineering assessment regardless of height.

South Australia (SA)

In SA, walls under 1m on flat ground typically don't require approval. Walls over 1m, or those retaining soil adjacent to a building or boundary, require council approval and may need engineering certification.

Western Australia (WA)

In WA, retaining walls over 500mm generally require a building permit. Walls over 1m almost always require engineering drawings. Check with your local council or a registered building surveyor.

ACT

In the ACT, retaining walls over 1m require a building approval. Walls in certain zones or near boundaries may have additional requirements. Contact Access Canberra for current rules.

When Do You Need an Engineer?

An engineer's certificate is typically required when:

  • The wall exceeds 1m in height (varies by state)
  • The wall is within 1.5m of a building, pool, or boundary
  • The site has reactive clay, loose fill, or poor drainage
  • The wall will support a surcharge load (driveway, structure, or vehicle access above)
  • The wall is tiered with less than 1m horizontal separation between tiers
